Health CS Duale Pushes for Faster Reforms at KEMSA to Support Universal Health Coverage

Health Cabinet Secretary Aden Duale has called for urgent and sustained reforms at the Kenya Medical Supplies Authority (KEMSA) to align with the government’s ambitious health agenda under the Bottom-Up Economic Transformation Agenda (BETA) and Universal Health Coverage (UHC).
Using his Social Media, Duale announced that he made his first official visit to KEMSA headquarters in Embakasi, Nairobi and engaged in a strategic meeting with the Board of Directors and senior management.
He underscored the need for institutional reforms, operational efficiency, and ethical leadership to restore public trust in Kenya’s health supply chain.
“Rebuilding confidence in KEMSA begins with making the system more efficient, transparent and people-centered,” said Duale. He emphasized that the Authority must not only meet but exceed expectations in delivering life-saving supplies to health facilities across the country.

The CS urged for the speedy completion of the KEMSA Act regulations, full activation of regional warehouses, and streamlined last-mile delivery services. These, he said, are critical steps in improving accountability and ensuring essential medical supplies reach Kenyans on time.
CS Duale praised the progress shared by KEMSA CEO Dr. Ejersa Waqo, highlighting a notable rise in order throughput valued at KES 13 billion, a jump in Order Fill Rate from 39 percent to 51 percent, and quicker response times through the implementation of a new shift system.
With the Taifa Care rollout gaining momentum, the CS expressed confidence that KEMSA can achieve a 100 percent Order Fill Rate and play a key role in ensuring the success of UHC.
He was accompanied by Director General for Health Dr. Patrick Amoth and was hosted by KEMSA Board Chairperson Hon. Samuel Tunai and CEO Dr. Ejersa Waqo.
