CS Duale Leads Launch of Chalan Foundation’s Strategic Plan

Health Cabinet Secretary Aden Duale on Saturday led senior government officials in the launch of the Chalan Foundation’s Strategic Plan at Serena Hotel, Nairobi. The event marked a milestone for the Foundation, which has spent the past 13 years transforming lives through education, economic empowerment, and community development.

The launch was attended by top dignitaries including Principal Secretaries Dr. Raymond Omollo (Interior), Dr. Belio Kipsang (Education), and Prof. Julius Bitok (Immigration) among others. The Foundation, established in 2013 by Mrs. Margaret Koskei, spouse to the Head of Public Service, Mr. Felix Koskei, has reached more than 121,000 children across counties such as Nandi, Turkana, Samburu, Kitui, Kajiado, West Pokot, and Homa Bay.
CS Duale praised the Foundation’s holistic approach to development, saying its vision complements the government’s health and social transformation agenda.
“True wellbeing extends beyond medical care. It includes education, livelihoods, and sustainable community development — ensuring that every Kenyan has the foundation to lead a healthy and productive life,” he said.

Mr. Felix Koskei described the Foundation as a family initiative dedicated to transforming lives through inclusive education, life skills, psychosocial support, and economic empowerment.
“We are confident that the Foundation will continue to expand access to education, nurture leadership among youth, and strengthen community resilience,” he said, thanking partners and well-wishers for their continued support.
The new Strategic Plan (2025–2030) seeks to expand the Foundation’s reach, strengthen partnerships, and deepen its impact in underserved regions. Over the years, the Foundation has built a strong legacy of lighting hope and fostering self-reliant communities.

As Mrs. Koskei emphasized, the Foundation’s work is guided by the belief that “educating the mind without educating the heart is no education at all.”
